Tkachenko predicts a creation of parliamentary majority only after amendments in Constitution

Kyiv. November 16, 18:00. Head of Parliament Oleksandr Tkachenko stated at a press-conference that "heritage of the agrarian troubles was received by president from himself, so he has to analyse it." Speaker considers that it will be necessary to review relationships of different spheres of authorities and to start a constructive cooperation."

Tkachenko thinks that the majority in Parliament can be formed only after Constitution will be changed. He informed that now the work on the creation of left-center majority is proceeding; speaker considers this majority is "a stable part of Parliament, contrarily to right-center wing."


Ivan Chizh rejects the possibility of President inauguration ceremony will be hampered

Kyiv. November 16, 17:30. While discussing with Hotline's correspondent the Head of parliamentary committee on protection of free speech and information Ivan Chizh assured that "there is no necessity to make a demarches during presidential inauguration of Leonid Kuchma, since it would be only a demonstration of own weakness, humiliation of own state and dignity."

While commenting information about the possibility to conduct a procedure of president's adjuration out of Parliament he stated: "In the case if inauguration will be conducted out of Parliament someone can acknowledge a non-legitimacy of president's post, since not all formal moments were followed, i.e. Constitution of Ukraine oath." Chizh considers that "Bankova street exaggerates possibilities of inauguration's breakdown."


Ihor Koliushko says about conditions of possible President-Parliament cooperation

Kyiv. November 16, 17:00 Member of Parliament Ihor Koliushko in his conversation with Hotline's correspondent stated that "possibility of parliamentary majority's creation and also regulation of President-Parliament relationships will depend, first of all, on future activities of the president. According to him "everything will depend on president's policy will be changed or not after presidential campaign."

Koliushko considers that "if Kuchma will not ensure any reforms and manpower policy will be lobbied in interests of oligarchic groups, then, surely, cooperation with parliament will become impossible and none parliamentary majority will be able to exist in such conditions." He added: "and if Kuchma will execute his promises about cooperation with parliament, government's forming at the base of parliamentary majority, theoretically there arises a chance."


Mykhailo Pohrebinskiy excludes no possibility of Parliament's dismissal; however he hopes no dismissal

Kyiv. November 16, 15:00. . While making prognosis about the possible changes after elections in discussion with Hotline's correspondent Mykhailo Pohrebinskiy, Director of Conflictology Institute, stated: " probability of parliament's dismissal is high enough but I hope it will not come true."

He hopes that "a certain part of parliament, that is anti-kucmist, will change the orientation of its activities and will be ready to co-operate with executive power and to create parliamentary fractions' coalition."

Pohrebinskiy also thinks that "at the same time the possibility of parliament's dismissal will become one of the forms of pressure on Deputies Corps."

"If Parliament will be oriented on conflict, Kuchma may choose a way that is in principle legal, but not quite legal, because referendum demands lawful regulations that are not existing in Ukraine." He added "if Kuchma will be forced to make this, he may find support in Constitutional Court, motivating that Parliament will not want to admit a law "about referendum", that's why I'm not excluding that CC will exploit Constitution as a Law of direct activities."

CEC will publish a final results only on November 19

Kyiv. November 16, 13:00 Central Electoral Commission continues its control on second round's district voting protocols. In spite of the fact that information from all of 32933 polling stations has been already worked-out CEC plans to publish a final information only at its conference on Friday, November 19.

Preliminary results that are published by CEC for today are testifying that 74,88% of voters participated in elections, from them 56,25% voted for Leonid Kuchma, 37,89% - for Petro Symonenko, 3,44% supported no one. In addition - Vinnitsa oblast was the most active that supported Symonenko - 59,2%, Ivano-Frankivsk - Kuchma - 92,3% of voters.

Head of Ukrainian League of Young Businessmen: "Kuchma is right a president who presents a large sections of the youth"

Kyiv. November 16, 12:30. The Head of Ukrainian League of Young Businessmen Serhiy Kaplin at a press-conference of youth organizations that supported Leonid Kuchma on elections stated "we see a situation when youth organizations combined their efforts for the joint goal and now we can speak about President who presents a large sections of the youth." Kaplin also said he hopes that "possibly, when Kuchma will apprehend the results of work of youth organizations he will start to cooperate with youth actively to improve economy and policy in Ukraine."

The head of non-party hedaquarters of Kuchma Ruslan Synelnikov stated: "Youth see no alternative for the current President" and added that according to his information "approximately 70% of Kyiv State University's students voted for the current President and only 12% of them - for Petro Symonenko."
