Memorandum
On Cooperation for Transparent Elections

Kyiv ___________2002
Signing the Memorandum political party (electoral bloc) ____________________________ and 'Freedom of Choice' Coalition of Ukrainian NGOs, together with Transparency International-Ukraine agree to cooperate for transparent and fair Parliamentary election 2002 in Ukraine . The essence of cooperation between political party (electoral bloc) ____________________________, 'Freedom of Choice' Coalition of Ukrainian NGOs, and Transparency International-Ukraine is proving voters with adequate and rapid information on electoral campaign financing within the framework of 'Public Monitoring of Electoral Campaign Financing 2002' project. According to the Memorandum: A) Political party/electoral bloc agrees:
  1. To decide together with the Project and confirm a form of report on finance expenditures on both direct and social advertisement that supports political party/electoral bloc in mass media.
  2. To provide regular and summarized information on financial expenditures on both direct and social advertisement that supports certain political party/electoral bloc in mass media.
  3. To comment at the Project's request possible differences between reports and independent monitoring data.
B) The Project agrees:
  1. To adjust together with the party/electoral bloc and confirm a form of report on finance expenditures on both direct and social advertisement that supports certain political party/electoral bloc in mass media.
  2. To provide independent monitoring of political party's/electoral bloc's expenditures on both direct and social-political advertisement that supports it in mass media.
  3. To prepare regularly and to publicize periodical reports on the monitoring results, including data and comparative analysis of all election participant's expenditures on both direct and social advertisement that supports certain political party/electoral bloc in mass media.
  4. To publish after the end of election 2002 a final report on all election participants' expenditures on both direct and social advertisement in mass media.
  5. To stand 'equal opportunity' for all election participants' principle and to act in constructive manner of co-operation and openness.
  6. To stand impartiality, not to spread twisted or unconfirmed information; to settle all possible difficulties or misunderstandings during the co-operation together with representatives of the political party/electoral bloc.
  7. To provide full and reliable information on the project implementation process, to coordinate electoral funds' independent monitoring technology as well as technical form of cooperation with the political party/electoral bloc
